What do I need to close these?

A pair of hog ring pliers. The pliers hold the open ring in the jaw and crimp it shut around whatever you are joining. These rings will not close properly by hand or with ordinary pliers.

Will they rust outdoors?

The galvanized zinc coating resists corrosion in normal outdoor use, which covers fencing, netting, cages and tarps. For permanent saltwater exposure, stainless is the better choice.
